Kelly has over 30 years of experience as a practicing attorney in Washington State in the public, private and nonprofit sectors. Her primary practice with the firm focuses on healthcare regulatory compliance, employment law, and licensing in the healthcare setting. As part of her regulatory practice, Kelly counsels legal professionals, health care systems, and physician groups on compliance with HIPAA and the HITECH Act’s privacy, security, and breach notification requirements, as well as Washington State privacy law. Her employment practice includes advising hospitals, providers, and practice groups on compliance with licensing and reporting obligations as well as non-competition agreements, reporting and workforce management. Kelly also has an active litigation practice, primarily related to employment and related contractual claims in healthcare institutions and practice groups.

Kelly’s legal practice since 1993 has taken her to several divisions of the Washington State Attorney General’s Office, private practice for a national labor and employment firm, Legal Director and General Counsel in Washington State for a large national healthcare nonprofit, and the Washington Health Benefit Exchange at its inception. She has deep experience with the complex issues of state and federal employment and healthcare law, as well as constitutional issues as they relate to healthcare. She has handled both individual and class-action cases in federal and state court at the trial and appellate levels. This breadth of experience informs her current practice.
